Oklahoma literacy Initiative

OVERVIEW

The Oklahoma State Chamber Research Foundation is launching the Oklahoma Literacy Initiative (OLI)—a catalyst for comprehensive early childhood reading training and coaching across the state. OLI will leverage partnerships with PK–12 schools, higher education institutions, and the business community to drive measurable improvements in reading proficiency among Oklahoma’s youngest learners.

The OLI will establish a pilot program in 2026.

The Oklahoma Literacy Initiative Pilot Program will establish a structured framework to align educator preparation, classroom instruction, instructional materials and performance measurement. The Foundation will oversee program management, with a dedicated Program Director responsible for implementation.

Key Components

  • Pilot Sites: Partner with 10 school districts (or clusters of smaller districts) demonstrating
    the greatest need for early literacy improvement.
  • Reading Coaches: Recruit and train in-district reading specialists or elementary
    English/Language Arts department heads to serve as coaches to deliver science-of reading-aligned instruction and mentor classroom teachers.
  • Advisory Board: Convene a cross-sector Advisory Board composed of education
    leaders, business partners and literacy experts, meeting quarterly to provide strategic
    oversight and continuous improvement guidance.
  • Research and Evaluation: Commission baseline and ongoing studies to measure student
    growth, teacher effectiveness and systemic impact.

 

The OLI will operate within the State Chamber Research Foundation, a 501(c)(3) organization
governed by its Board of Directors.

Program outcomes will be reviewed at the end of each nine-week instructional period. Evaluation metrics will assess both student achievement gains and program fidelity. Results will be analyzed to identify trends, assess effectiveness, and guide data-driven improvements each semester.

If the pilot demonstrates measurable success, the initiative will expand during the 2027–2028 academic year to reach additional districts. Continued evidence of positive outcomes will support the development of a formal policy recommendation for consideration by state leaders.
