The Prosperity Legislative Scorecard, formerly RIED, will allow the business community and public to understand how each legislator and collectively the legislature vote on bills that are either pro-growth or anti-growth. The State Chamber Research Foundation acquired the scorecard in 2022, and we are proud to keep the legacy of RIED alive. In 24 years, Oklahoma’s business, jobs and economic growth has increased by 18 percent – proving holding legislators accountable for the votes taken works.
Starting with the 2025 legislators, The Prosperity Legislative Scorecard will consider more than just votes. Legislators may be dinged based on their business friendliness and what bills they file. Votes will remain the majority of the score calculation. This will provide the business community and public with a better understating of who champions pro-growth issues.
Another change is doing away with a set list of bills monitored for the entire session, without must addition. Instead, The Prosperity Legislative Scorecard will consider all bills the entire session. This provides more options to score. We don’t know what will catch on each year, so we need flexibility to ensure we score the right bills.
A profile of each legislator’s individual voting record for bills dealing with business, industry, job creation and economic growth issues deemed important by the private sector. All legislation introduced during the session regarding the issues listed is evaluated. Each legislator is graded with respect to his or her position on each bill. A wide range of reports, graphic illustrations and voting profiles are disseminated across the state based upon each legislator’s voting record.
Oklahoma’s economic climate should provide the best place in the nation to start, develop, and operate a business. Therefore, taxes, regulations, and governance should be balanced in order to create a competitive, productive, and innovative marketplace. We advocate for a legal and regulatory environment that encourages investment, protects property rights, and ensures objective, consistent dispute resolution—solidifying Oklahoma’s reputation as a pro-business state.
Oklahoma’s economy is driven by people. Our economy relies on a skilled, healthy, and stable workforce to move Oklahoma forward. Ensuring the available workforce is future-ready and dynamic so that businesses can continue to grow and Oklahomans can continue to prosper. A well-educated workforce and a robust pipeline of skilled workers are essential for driving innovation, attracting investment, and promoting economic growth. A strong education system is essential for preparing individuals for the workforce and providing them with the skills and knowledge they need to succeed in a competitive global economy.
Modern competitiveness depends on reliable, connected, and forward-looking infrastructure. Oklahoma must strengthen the systems that move people, goods, data, and energy efficiently across the state and beyond. Investing in transportation networks, broadband expansion, resilient energy systems, and modern water infrastructure will support business growth and improve quality of life. By upgrading and integrating these foundational assets, Oklahoma can enhance productivity, attract new industries, and ensure every region is positioned to compete in a modern economy.
Technology and connectedness are transforming every industry, redefining how value is created and where growth happens. Oklahoma must build the capacity to innovate, attract investment, and scale new ideas. Strengthening our performance in research and development, business formation, patent activity, and advanced industry growth will ensure Oklahoma doesn’t just adapt to change—but leads it.
