Policy point: AI chatbot definitions will drive consumer protection and economic impact

As artificial intelligence continues to evolve and integrate into everyday life, policymakers are increasingly grappling with how to regulate it effectively.

The State Chamber Research Foundation and The Oklahoma Technology Alliance published a new brief highlighting a key challenge: not all chatbots are the same, and how we define them has significant implications for both consumer protection and innovation.

At a high level, chatbots exist on a spectrum. Early versions were simple, rule-based systems that could only respond to predefined prompts. Today’s more advanced systems, often powered by large language models, can understand context, generate human-like responses and support a wide range of personal and professional tasks.

These differences are especially important in policy conversations, as Oklahoma and other states explore regulations aimed at protecting minors from potentially harmful interactions with emotionally responsive AI. Overly broad definitions could unintentionally sweep in widely used, productivity-enhancing tools. This matters because general-purpose AI is already delivering measurable economic benefits.

Bottom line: Effective AI policy requires a careful balance: protecting users, particularly vulnerable populations, while preserving the innovation and economic benefits that AI-enabled tools provide. Getting the definitions right is the first and most critical step.
